DR TONY FOORD CEng MIEE is a principal engineer of 4-sight Consulting and specialist in IEC 61508, IEC 61511, EN 50128, the UKOOA Guidelines, Programme Management (PRINCE 2) and HAZOP for programmable electronic systems (PES). He has 25 years experience of managing major computer projects in the process, transport (rail and air traffic control) and utilities (electricity and gas) industries. His previous experience included design, maintenance and operations management of oil and petro-chemical processes; and his research was into on-line optimization. He has also contributed to the independent safety assessment of rail and automotive systems. His current focus is on the interactions between computer control systems and operators.

BILL GULLAND CEng MIEE MInstMC is a principal engineer of 4-sight Consulting involved in preparation of safety cases for offshore installations and the independent assessment of safety-related systems and instrument-based protective systems. He worked for 13 years in the petrochemical industry for ICI, as a process control engineer, plant manager, and control systems commissioning engineer. In 1980 he joined the oil industry with BNOC / Britoil / BP Exploration, with whom he held various engineering and project management posts concerned with the support of existing offshore installations and the design and commissioning of new ones. He was particularly involved in the response to the Piper Alpha disaster, and in a number of projects which employed high integrity protection systems (HIPSs).

COLIN HOWARD CEng FInstMC MInstP is an independent engineer with 35 years experience in Instrument, Control and Electrical Engineering, Quality and SHE Management. In his career he has been responsible for maintenance, control engineering, design, standardisation, and development of the supply chain and of the design process. He has worked in the chemical, petrochemical and pharmaceutical industries for ICI and ABB. His recent activities have been in the assessment and implementation of SHE management systems, risk assessments of process plant, the application development of IEC 61508 and the introduction of the CASS scheme. A focus of this work has been the integrity and risk potential of control and protective systems and their interface with operating staff.

HARRY SMITH CEng MIEE is an independent engineer involved with the application of programmable electronic systems (PES) to safety-related systems within the petrochemical and offshore oil/gas industries. Prior to this he was a senior project manager with ICI. controlling the implementation of a number of real-time computer based control projects. Currently his main focus is in the application of the generic international standard IEC 61508 and the emerging international sector specific standard IEC 61511 to the management and design processes. He has carried out qualitative and quantitative SIL assessments for several operators and was a member of the technical group developing "Interim Def. Std. 00-58 - Guidelines on use of HAZOP Studies on systems which include PES".
