EEMUA 249 brings together guidance for operators to consider when managing the risk posed by piping dead-legs in all types of process plants and storage facilities. It supplements existing guidance by challenging assumptions, highlighting specific learning points identified by members of EEMUA and providing examples of inspection needs.

The publication was issued following a number of meetings of the Engineering Equipment and Materials Users Association Dead-leg Forum – involving members of EEMUA on the front line of dealing with dead-legs across petrochemical, chemicals and gasses facilities. The forum was formed after the UK regulator, the Health and Safety Executive, issued a Safety Alert describing the catastrophic failure of a dead-leg that released a large quantity of flammable hydrocarbon within an operating unit. The learning from this event was addressed and it sparked a wider review of the whole management process for the integrity of dead-legs. In the forum, members openly exchanged views on the challenges they faced through the complete management cycle of dead-legs and were able to highlight particular issues that warranted special attention. Management approaches that form good practice were identified.

The guidance can be used by companies that are establishing their management process for dead-legs and equally by companies with existing policies and procedures, to challenge that they meet good practice in this area.
